Recruitments for County positions are typically conducted to establish eligibility lists to fill countywide vacancies that occur during the active status of those lists (approximately 3 -12 months). Any person on a promotional eligibility list will be considered first by the hiring department(s) before persons on an open eligibility list.

Training and Experience:
BUILDING INSPECTOR I
Two (2) years of journey level experience in construction work and the building trades, performing a wide variety of building alteration and construction work.
Possession of International Code Council (ICC) certification as a Combination Residential Inspector is strongly preferred.
Possession of any or all of the following International Code Council (ICC) certifications is highly desirable: Residential Plans Examiner, Building Official, Code Enforcement and Certified Access Specialist.
BUILDING INSPECTOR II
One (1) year of current experience performing building inspection and building and zoning code enforcement duties for a government agency at a level comparable to that of a Building Inspector I with the County of Lake. Qualifying experience must have been within the last four (4) years.
Possession of International Code Council (ICC) certification as a Combination Residential Inspector is strongly preferred.
Possession of any or all of the following International Code Council (ICC) certifications is highly desirable: Residential Plans Examiner, Building Official, Code Enforcement and Certified Access Specialist.

BUILDING INSPECTOR I
DEFINITION
Under general supervision, to conduct inspections of residential, commercial, or industrial building structures and installations in various states of alteration, construction, and repair; to determine that construction, alterations, and repairs are in compliance with County and adopted building codes and ordinances; to enforce building and zoning codes and ordinances; to answer questions regarding building code and structural requirements for the public, architects, contractors, and engineers; and to do related work as required.
DISTINGUISHING CHARACTERISTICS
This is the entry and first working level in the Building Inspector class series. Incumbents perform the more routine and less complex building inspection duties in residential, commercial, and mobile home areas. As an incumbent gains experience and proficiency, they are expected to acquire more substantial knowledge of the adopted Building Code, Plumbing and Mechanical Codes, the National Electrical Code, and Title 25 requirements for mobile home construction. Incumbents are required to obtain certification per Health and Safety Code 18949.28. Travel outside of normal work hours, including overnight travel, may be required. When ICC certification is complete and sustained work proficiency has been demonstrated, incumbents are generally qualified for promotion to the Building Inspector II level.

Plans Examiner, Senior; Chief Building Official; Principal Planner; Community Development Director; and other supervisory or management staff, as assigned.

Conducts field inspections of residential, commercial, or industrial structures in varying states of construction, alteration, or repair; interprets applicable codes and ordinances for builders and homeowners, ensuring compliance; checks the quality of materials and methods of construction for electrical, plumbing, mechanical, framework, concrete, masonry work, lathing, plastering, tile work, roofing, etc.; inspects completed work, giving final approval; writes correction notices and follows-up to ensure required changes; may make building inspections to ensure compliance with zoning laws and health and safety standards; may inspect mobile home installations; provides advice on construction procedures and practices; may inspect County buildings and structures; may review grading applications, plans, and specifications for code compliance; initiates enforcement actions; may evaluate grading construction and erosion control methods and practices, quality of materials, applicable building codes, ordinances, regulations to approve plans. may investigate complaints, including those related to existing buildings, new construction, and zoning ordinance standards, to determine if code violations or problem conditions exist; may review damaged buildings for safe occupancy after fires, floods, or other occurrences; may prepare and post notices of violation, notices of nuisance and orders to abate for zoning code violations; may prepare staff reports for abatement hearings and present reports to the Board of Supervisors.
TYPICAL PHYSICAL REQUIREMENTS
Sit for extended periods; frequently stand and walk; ability to walk in uneven terrain and on slippery surfaces; normal manual dexterity and eye-hand coordination; ability to climb, stoop, crouch, and kneel; lift and move objects weighing up to 50 lbs.; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX; operate an automobile.
TYPICAL WORKING CONDITIONS
Work is performed in office, outdoor, and driving environments; some assignments performed alone in remote locations; work is performed in varying temperatures; exposure to dust, chemicals, and gases; exposure to electrical currents; continuous contact with staff and the public.
DESIRABLE QUALIFICATIONS

This is the fully experienced, journey level in the Building Inspector class series. Incumbents perform the full range of building inspection and code enforcement duties in residential, commercial, and mobile home areas. Incumbents are required to possess substantial knowledge of the adopted Building Code, Plumbing and Mechanical Codes, the National Electrical Code, and Title 25 requirements for mobile home construction. This class is distinguished from Building Inspector I by the fact that incumbents must be ICC certified and are expected to have greater knowledge of the requisite codes and be completely familiar with County code enforcement procedures and policies. Incumbents are required to maintain certification per Health and Safety Code 18949.28. Travel outside of normal work hours, including overnight travel, may be required.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
